The memorial was designed by architect Richard Loskot as a glass cylinder with an apple tree growing inside. The glass expresses the resolve that police officers show in the line of duty, while the closed circle symbolises their solidarity of police officers and the protection they provide to the people. Six metres in diameter, the glass cylinder is engraved with the names of 11 policemen killed in the Second World War who served in Liberec until 1938 and were then forced to leave for the interior after the border region was occupied by fascist Germany. The memorial is also inscribed with engraved excerpts from the Czech national anthem and quotes from the oaths of service of police officers from 1870 to the present day.
